voice recognition car controlled

can anyone help me how to start this project...

I guess you have to get a voice recognition module if you want to simplify your project. However, i don't think the module is available in Malaysia.
Another way is make your own module which involve complicated and problematic analog and voice processing system.
In my opinion, this project is quite difficult to accomplish because it involve voice recognition circuitry. I wonder what make you to think of such title.

did you what software is used to convert the voice to program?

They have nice application notes and libraries for you to explore.
