I also never use RF in this way. Don't know how it's function.
I use directly to PIC ex Low Cost RF Module and RF Remote.

everyone know how to troubleshoot the module whether its work or not..Vcc+Gnd=5volt, i already check it.if the switch or push button were pressed, what will happen to the encoder PT2262 at pin 17. There will be the voltage when i measure pin17+Gnd?

i dont want to comment about your circuit, but as i experienced 1st hand with rf module, sometimes the rf modules isn't working. i double check my circuit, there's nothing wrong with it. my solution, check the connection to the rf module. check the basic do and dont with the rf module, such as cant share same power supply between those tx and tx. recommend to use separate 9v battery. and also, if you are using header pin, try connect the rf module using male-female OR female-female jumper wire to the board.

You should check out the tutorial by Cytron, using the encoder and decoder too: http://tutorial.cytron.com.my/2012/09/03/remote-control-315mhz/
