why my IR sensor didnt function in pr23?

My friend did get himself a PR23 sometime ago, work perfectly. Just using normal 9V battery will finish off very fast.
What do you mean by "reach connector"? Are you saying the voltage at connector drop but not at the sensor? You might have shorted some place. If you can share photo is better.
