Powering up a 4W Black Light Tube

I have a problem understanding the circuit of the black light tube that I build by referring to the handheld black light I bought. So, I hope someone can help me to explain how does it actually works.

I actually light up the black light tube. But I am trying to measure the voltage across the tube. The voltage is in AC but I cant get any accurate value while using multimeter.
Any idea how if I want to read the signal using ocilloscope?
