I have a problem understanding the circuit of the black light tube that I build by referring to the handheld black light I bought. So, I hope someone can help me to explain how does it actually works.
The attachment IMAG0512.jpg is no longer available

The black light tube shows 4W

This is how the circuit inside looks like

Referring to the circuit, I draw and actually build them on a breadboard

This is the oscillator (This is what they told me)

I actually light up the black light tube. But I am trying to measure the voltage across the tube. The voltage is in AC but I cant get any accurate value while using multimeter.
Any idea how if I want to read the signal using ocilloscope?
