Use UART. The signal is digital, high and low, so when measured with multimeter ofcourse the voltage not fixed.
See this RF Module example.

I think Cytron did share about using low cost RF module as wireless data communication, they also have a DIY project showing it. You try to search their page, there should be project 15 to 16, can't really remember.

They also have a balancing robot using RF module for remote control from computer, very nice one! I like it, though no time to do it

hi,

the most simple way to use the RF is with the uart module in microcontroller, if u do not know about uart, i think its better for u to read some document on uart to know about it.

the RF can work as wireless uart. with additional sync bytes before sending data.
u can download the source code from DIY project of cytron or from magazine website of cytron( there is one article with title low cost wireless uart)
the module is TTL 5v. the output, if u measure with voltmeter, for sure will be noises. because it amplify the noises around if u dun give any signal to it. u try give square wave to transmitter, u will get square wave and receiver.

For RF module data transmission, I suggest you guys to use Encoder and Decoder IC's like the PT2262 (Transmitter IC) on http://www.cytron.com.my/viewProduct.php?pcode=IC-PT-2262&name=IC-PT-2262and the PT2272 (Receiver IC) on http://www.cytron.com.my/viewProduct.php?pcode=IC-PT-2272L4&name=IC%20PT2272-L4 to transmit encoded data and receive the data to be decoded and finally triggering something. Hope this helps!
