It means you have to connect +5V to your PIC during programming.

Em.... you should try using PICkit2 Programmer GUI, I am sure you will not have that problem 
This is due to few thing, if you have using SK40C from Cytron, they din connect the 5V on the PIC to UIC00B socket. According to them, this is to prevent any higher voltage from the SK40C and other interface to accidentally get into UIC00B and spoil it I am not sure about that, but they din connect that pin. And if you are using MPLAB IDE, and the setting on MPLAB IDE will detect the voltage at UIC00B and try to ensure the target is powered
