question about voltage booster and buck converter

as a newbie,what is the best way to boost up a dc voltage to another level of dc voltage ? (like 5V to 24V dc supply)
is it using relay? voltage regulator?switching regulator? boost-converter circuit or ic?
if there's an IC what is the IC code (the series number)?

all the question same goes to the buck converter..how to lower down the voltage and is there any IC i can used?

i have this project that requires to increase the voltage and connected to a panel..after a button being pressed on,the signal go back to the PIC circuitry..the voltage will be below 5V again..
what IC does have both function ? (boost and buck)..n i hope is a through hole IC not the surface mount pcb

another question, can the PIC being interface with both voltage booster and buck converter and operate contionously..
please help me and show me how to interface it... :?

This is Power Electronic. Normally to boost voltage, need an inductor to store energy, then it release to boost up.
PIC is only to use trigger PWM to the switching mosfet or IGBT.

I have use 1V to 5V converter. Other, you can search on ebay.com or other website, depends on your requirements.
