Does not match expected Device ID Error

I am building a circuit using PIC 4550 and i follow the circuit provided by olimax. But when i connect it with PICKIT 3 this error come out "Target Device ID (00000000) does not match expected Device ID (00001200)." The attachment is the circuit that i'm using.

Its ok now.. I found the problem my self... there were some short circuit
