Try to not copy-and-paste all the code. You disable some code and make it simpler to PIC just send 'AT' and GSM should be reply 'OK'. Other example GSM Modem.

Are you using the same modem as what cytron tutorial use? You should try to communicate the modem with computer to verify the working condition first.
