My first Mini Pro, Atmega328 5v16M, Won't upload

I'm trying to get my first Mini Pro Atmega328 5v 16M module to operate, but I seem to be having a loading failure.
The power LED is on, and the Pin 13 LED is blinking, with the Blink sketch pre-installed I assume.
I'm receiving the "avrdude: stk500_getsync(): not in sync: resp=0x00" error and no load.

I have verified my serial port's operation via loop test, and tried other mini pro models under Board select.
I've tried 9600 baud, same as used with a working Nano Atmega328 5v 16M module I have, and 38400, no change.

I have connecting everything per these instructions: http://tutorial.cytron.com.my/2012/02/28/loading-program-to-arduino-promini/, but it didn't help.

Any suggestions appreciated.

Photos of the actual connection should be helpful.

My experience when I got this error:
1. USB cable-connector connection
2. Wrong selection of Serial port and Board
3. If I connected some circuit to the UART pin of the board while uploading
4. shorted/dirty FT232 leads or Arduino UART pins

Usually this solve the problem. Otherwise you may have a faulty FT232.
