Arduino newbie

You will not likely to get it done one time, so my advise is to start using the simple stuff. You can try Arduino Mega which provide more UART for serial communication as you need to use GSM and Bluetooth.
The switching power supply, are you talking about ready made switching power supply? You can simply buy and use it.
