No. The user's manual illustrates the SC08A protocols.

I think they are using simple communication protocol, no acknowledgement.

Normally, we are sending 4 bytes of data to the controller. My question is can SC08A controller send a byte of data out to the pc?

Checking SC08A User Manual, SC08A only will feedback/reply back after receive Servo Position Reporting Command with two byte. Please refer to pg 29.
