O.C. COM on PSC28A

Hello there. May I know what does the O.C. COM on PSC28A (PS2 I/O Converter) does?

From the applications in the user manual, it shows that it is connected to a 12V for relay connections.

Must it be connected to 12V only? Can we connect it to a 5V, 6V or even ground?

Never use that before, but from the User's Manual, it seem to use ULN2803 to control output. If you check the datasheet of ULN2803, there is a common pin, no.10. I think that is the pin being connected to the terminal O.C. Common. It depends on the output voltage you want to use. 5V is fine.
