connect 2A Motor Driver Shield to Arduino Mega

I tried to connect 2A Motor Driver Shield to Arduino Mega through the wires, but it is not working.
4 jumpers are connected to the Signed Magnitude pins and I connect the 4 pins of Arduino mega (5,4,6,7) to the Signed Magnitude pins and I change VIN pin to the PWERIN pin, but it is not working. how can I overcome this problem, I use samples code from following URL
