i wonder why need to connect the uic00a to laptop and to the sk40c with the adapter power on then the sk40c then the led blinking works. isn't it suppose when we power up the sk40c only without the uic00a attached to the laptop the blinks works? weird. i have tried it on pic18f4550.
the other thing is when i use pic 16f877a.it was ok.

SK40C can work alone with the power to it. But when the UIC00A/B is connected to SK40C and the USB to UIC00A/B is not connected, the UIC00A/B is not powered and will sometime pull the MCLR/Reset pin of PIC on SK40C low and it will react weird.

So if you want SK40C to work properly with other the UIC00A/B, disconnect the 2x5 IDE cable from SK40C.

Anyway, how is the USB bootloader going on? Any progress?
