SK40C VDD Voltage drop

hi,
i'v problem with my sk40c...as far as i check the voltage point is :
Vin=12v,
VDD=2V (Drop...normally it's ~5v)
Voltage at regulator = ~5v;
i tried test the board without PIC and crystal...the result is same...LED not bright as normal.

need help.... :cry:

If the SMD 7805 is hot to touch, then something is shorted between Vdd and GND as zhenning said. Or else the 7805 might not be working properly.
