Check the device manager? Or try to reinstall the driver? It may help.

Look inside the device manager. It should show all connected devices. It there is no driver, then you will see a yellow question mark. If the driver is installed, uninstall it :)

i tried plug and unplug the programmer while looking at the device manager, nothing pop up. But when i replace UIC00A with UIC00B, it work fine. So, i need to know how to make sure that UIC00A burned ? with the green light still on.
Or did i accidently erase smthg in it ?

The green led is just the power indicator to indicate the 5V. Is there any other activity on the other leds?

How many volts? If its more than 5V, then, most likely its gone.
