From the result you get and the calculation, you are doing the wrong assumption, wrong calculation. Who say the Rref is 1500? Did you measure it?

from the datasheet
it saying the Reference resistance is 1500 +/- 10%
same with the Sensor Resistance when empty 1500 +/- 10% ;

From the simple voltage divider rule;I connect the Sensor resistance at bottom and the reference resistance at the top.
when i measuring the resistance; it is about 1600 Ohm

OK, good!

1600 Ohm is Rref or Rsense? Try measuring both when there is no water/liquid and it is full.

I think the etape sensor is faulty;
I cannot get any reading when measuring the resistance across Pin 2 and Pin 3; pin 1 and Pin 4.
I think i need to claim it.

Can I just ignore the reference resistor ? and i just connect the Sensor resistance?

I don know whether yo can claim or not, I am not Cytron.

You can try fill in the support form under support tab, their technical team might be able to help.

BTW, you can ignore the Rref, although I do not have the sensor, but from the diagram, you can do that. Also if you are getting changes on voltage, the sensor is working.
