IR Line Tracking Sensor (single bit)

Hello to everyone , I want to ask how to use this sensor to detect black and white surface that we put sticker around the plate as shown in the attachment . The 3 pins of the sensor were connected to +5V , GND and OUT terminal was connected to DC multimeter to see DC voltage. Example , if the sensor is pointed to black section , multimeter should show high voltage which is equal to almost +5V and if the sensor is pointer to white section on the ring , multimeter should show low voltage (0V) . The problem is the sensor cannot get high and low voltage when sensor is pointed to black and white sticker . Any ideas what cause the problem and how to solve it ? .

Could you provide the voltage reading come out from the sensor?


Suggestion:
Try to adjust the voltage threshold by turning the variable resistor on the sensor. Adjust until the sensor can differentiate between black and white line.

We have connected the sensor to +5v (Red wire) and Ground (Black wire) by using lab power supply. And then , the output (Yellow wire) from the sensor connected to multi-meter but we find out there are no reading on the multi-meter. We already try to adjust the voltage threshold by turning the variable resistor on the sensor but still the sensor can’t get high and low voltage when sensor is pointed to black and white sticker .
