error in programming..

last time i try to build arduino severino.. I use AVR usbasp programmer and i use program Arduino by using USBasp without bootloader. When i want to upload to i/o board,the program show error like this:
avrdude: error: programm enable: target doesn't answer. 1
avrdude: initialization failed, rc=-1
Double check connections and try again, or use -F to override
this check.

is that problem in my builded arduino or my coding?
please reply as soon as possible.. i only had 1 more week before submit project...

Not familiar with the programmer, but my guess is hardware.

First pls make sure your PC is able to detect the programmer. Have you install the driver already? Is the device manager showing the device?
Second, pls make sure the jumper label "Spd" is connected/shorted if you are using fresh Atmega chip.
