Is there 5V at 7805 voltage regulator output pin? And also 5V at VDD pin of the PIC?

My question above is actually asking you to test the pins with multimeter.

i,ve check with multimeter. suppose to be o.k. 5v. i also had try using the sk4oc which have built in voltage regulator circuit right? should be no problem. actually ive use pic16f877a for the new circuit. i wonder what is the problem when it say " target power not detected". ive used dc adaptor. so the power supply should be o.k.

You should try what yonghui suggested.

There is no problem with the UIC00B, this is due to MPLAB IDE. It will detect whether the target PIC have power or not before loading program, the standalone PICkit2 Programmer have different method. If you check the schematic of PR11, the VCC or 5V of circuit is not connected to the ICSP socket, in other words, the UIC00B pin that detect power is floating and will not detect the target is being powered.

There are a few method to overcome this, but I prefer using the PICkit2 Programmer GUI.
