I measured the voltage at VCC at UART port and it shows 1.76V qhile plugged on to adapter.Is it suppose show like that ?

You diagram shows that you are connecting the UART pins of your PIC to the DB9 connector on TC35 directly :!: Please refer to this diagram (for Ver2.0) as seen in TC35's user manual page 13.

That is for simulation purpose only.In hardware, i connected exactly as the manual has been written.

Please provide the actual hardware wiring picture. Most of people will say they follow exactly, but some time it is not the case.

Hey there! Greetings from Argentina.
Well, I have been having some troubles while setting up my development board, when I insert the SIM card, the board doeoes not recognize it, I mean the yellow lead doesn't stay off for 3 seconds like It's said in the user manual, so what I'm doing wrong? Is there a problem with my board?.

Do check if the SIM has credit and it is not PIN protected. It can be the SIM card holder is not clamping it firmly, do check that too.
