How to increase IR transmitter receiver voltage??

i'm currently doing a line sensor mini car using IR transmitter receiver, now the problem is when there is no light projected, the voltage at receiver is 0.50v and when is light projected to the receiver the voltage is bout 0.51v. Is there any error for this result??

What is the distance between transmitter and Receiver? and also, please check the connection (wiring), you can check the transmitter using a normal digital camera or mobile phone with camera. Because infrared is out of human eyes visibility, we cannot see the infrared light through our eyes. There should be a red/pink color light source in the center of the transmitter is the transmitter is working. If it is working, check the receiver circuit. Try to move transmitter far and near to receiver while checking the voltage.
Remember you need a voltage divider at receiver. You may refer to PR4 for more detail. Good luck!
