What do you want your pet feeder do?

Cytron does have a liquid level sensor SN-LLS but it is not cheap. You can actually make your own water level using a cork or something that can float. Refer to how that toilet bowl for ideas.

As how to indicate the food level low, I dont have any idea. What about detecting the weight of the food together with the container? When the weight falls below a certain value the food will automatically fill up the container. For measuring the weight, the force sensor can be used....

or

For generating voices, refer to this project

Though this PR is already discontinued, the project files are still there for your reference.

For time measuring you can refer to the RTC (Real Time Clock) project here:

Is this project for your FYP? If not, for water feeding, there is a special designed bottle placed up-side-down. At the mouth of the bottle there is a mechanism. When dog or cat is drinking water from it, the pet's mouth would pressed against the lever to release the water. When the lever is not pressed, the water will stop.

For automation, you can visit a fish aquarium, and see if they have any small water pumps operating at low DC voltages. OR you can use the electric valve of a washing machine that can on and off the water from the water tap.

For food feeding, you have to visit the pet shop looking for food that can last 7 days in case you're away and nobody was there to feed your cat. Meat or fish will get rotton and becomes not fresh. You have to use more of your imagination.
